The EA Global Business Support Unit (EAGBSU) is part of the Finance and Operations Department. Our mission is to support international business operations in countries and clusters where Oxfam Novib is the Executing Affiliate, with the goal of enhancing the impact of our programs and ensuring our work is efficient, safe, accountable and sustainable. Janneke den Hertog is the Manager of the Unit, and is the hiring manager for this vacancy.

The International Human Resources Team sits within the EAGBSU, and is responsible for the full range of Human Resources activities happening in the countries and clusters where Oxfam Novib is the Executing Affiliate. The welcoming team consists of three direct colleagues: one International HR Business Partner, and two International HR Advisors.

Oxfam Novib is an Executing Affiliate (EA) in several Country Offices within the Oxfam Confederation, which is set up in a complex, matrix management structure. As the International HR Advisor of Oxfam Novib, you will be the main interface between countries and clusters, and Oxfam Novib.

You will support, advise, and be the first line of contact for senior management in country offices (Country Directors and Country HR Managers) to manage staffing matters, and take responsibility of HR matters (tactical and operational), not limited to but specifically pertaining to international staff. Guided by the Service Level Agreement (SLA) between Oxfam International and Oxfam Novib, you will ensure that Oxfam Novib fulfils and exceeds its operational duties in its Country Offices, ensuring compliance with local labour law and internal policies and procedures. You will strengthen the capacity of Country Offices HR Teams to improve the quality of their HR services and their self-sufficiency.

Key responsibilities

  • Issuing and overall ensuring operational excellence in all aspects of international contract management, collecting and synthesizing HR data from country offices (and issue monthly reports).
  • Lead in the end-to-end process of recruitment of international staff.
  • Act as a trusted advisor across a broad range of operational (day-to-day) HR queries and activities. As required, provide sound and effective advice on critical and complex HR issues.
  • Regularly contribute to the review, improvement and application of HR policies and business processes in the country.
  • Advise and provide training on Oxfam (Novib) HR processes and procedures.
  • Guided by the IHRBP develop draft and improve policies and HR processes.
  • Induction and onboarding of new HR staff in Oxfam Novib EA countries.
  • Act as focal point for Novib’s HR systems and application (SuccessFactors), provide training and advice on IT improvements.
  • Participate and support in harmonization projects.
  • Support EA country offices when there are emergencies in the country, and work with the GHT on any emergencies as needed.

Who are we looking for?

Education

An advanced university degree in human resources, public or business administration, organisational psychology, employment law, or other relevant social sciences is required. Knowledge of Dutch labour law is required.

Experience

Between two to three years of relevant experience as a Generalist HR role is required. Experience as a HR Officer or Advisor is an advantage, preferably in complex, matrix-managed, multi-cultural, international organizations.

Languages

Fluency in English is required, French is desirable.

Skills and Abilities

With a strong HR background, you have excellent organisational skills and proven ability to work in a structured way, managing own workload and priorities, and identifying opportunities to add value to the system. You have interest in the operational side of the work as this is the backbone of everything we do in HR. You can communicate clearly, convincingly, and you display excellent interpersonal and critical thinking skills.

You ideally have experience with SuccessFactors and/or other similar HR management software.

Having a strong attention to detail, an analytical acumen, intellectual curiosity, creativity and a proven work ethic, you are able to handle requests from multiple sources and work effectively individually as well as across teams and in a multi-cultural environment, with a focus on promoting diversity and inclusivity. You remain calm when working under pressure and always work with a high degree of discretion and confidentiality.

  • Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 708 with a salary range between €2.907,- and €4.418,- gross based on 36 hours a week.
