Description of the Department

The Finance and Operations Department has the core responsibility to deliver on enabling operational services that help the organisation achieve its impact goals and ensure that it fulfils its external regulatory requirements. The department consists of four functional units (ICT and Facilities; Integrity; HR, People and Culture; Corporate Finance, Quality and Control), one expertise unit (Project and Donor Compliance) and an Executing Affiliate (EA) unit (EA Global Business Support) where business support to our EA country offices are clustered.

Purpose of the Unit

As an expertise unit, the Compliance and Risk Support Unit consists primarily of staff who provide project control,compliance oversight and an overall support function to Oxfam Novib’s externally funded project portfolio. Focusingon the second line of defense for externally funded projects (risk control and compliance oversight functions), the unit works from a risk based approach to ensure that project-related processes are properly designed, controls are in place within the first line of defense (management controls) and are operating effectively. This unit mitigates risks (financial, operational and reputational) and contributes to protecting the organisation’s interests by providing quality donor contract management and compliance support.

Job description
The position we are looking for fulfils an important role in the Compliance and Risk (CORE) team and directly contributes to the objective outlined by ONL Board of Directors to simplify procedures to create efficiency and impact.

More specifically, the position of Project Cycle Specialist will focus on improving and updating Oxfam Novib “Project Cycle” set of procedures and processes while keeping the connection with other projects being developed in the Oxfam Confederation. In addition, and following assessment, the Project Cycle Specialist will be responsible for the revision of certain procedures. This will be done in cooperation with the different thematic colleagues of the CORE unit and others involved in the project cycle.

Finally, the position will contribute to the current existing project aiming at simplifying procedures.

Who are we looking for?

With a strong background in business administration, quality management or project management. You display excellent interpersonal and critical thinking skills. Having a strong attention to detail, an analytical acumen, intellectual curiosity, creativity and a proven work ethic, you are always up-to-date about industry best practices. You are able to handle requests from multiple sources, work on different projects and work effectively individually as well as across teams and in a multi-cultural environment, with a focus on promoting diversity and inclusivity.

You have both a business and risk mind coupled with an excellent writing skills and previous track records in process mapping related work.

With a strong commitment to Oxfam’s values, you approach work with energy and a positive, constructive attitude.

Furthermore, you have:

  • A bachelor (HBO/WO) degree in business administration, quality management, project management, risk management or equally relevant study.
  • At minimum of three (3) years of relevant and progressively responsible experience (post qualification) is required.
  • You are knowledgeable (or interested) in the humanitarian / development sector.
  • Fluency in English is essential, and a good working knowledge of Dutch or French is desirable.
  • You have a valid permit to reside and work in the Netherlands.

  • Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 9 with a salary range between €2.978,- and €4.582,- gross based on 36 hours a week. This position is open for 32 hours per week.
