Mama Cash is looking for an ICT Officer, 24-32hours/week for 12 months* and based in Amsterdam.

*Mama Cash always offers a 12 month contract to start with. In case of proper functioning the contract will be extended.

Job summary

The ICT Officer is responsible for improving the IT infrastructure and operations within Mama Cash. The ICT Officer analyses the current situation of Mama Cash, and develops the strategic goals and implementation plan based on findings. After approval of the plan the ICT Officer will be responsible for implementing the plan. The ICT Officer is a member of the Finance & Operations team and reports to the Director of Finance & Operations. The Officer will work closely together with the Data Management & Reporting Officer and the Office Manager.

Essential job function:

MANAGE INFORMATION TECHNOLOGY AND HARDWARE

Plan, organise, direct, control and evaluate the operations of information systems;
Develop and implement policies and procedures for computer (hardware, software and ICT network) systems operations and development; proactively advise management on system requirements, specifications, costs and timelines;
Manage information contractors to design, develop, implement, operate and administer computer and telecommunications software, networks and information systems;
Prepare and manage the investment budget and expenditures.

MONITOR AND MAINTAIN TECHNOLOGY TO ENSURE MAXIMUM ACCESS

Propose and provide adequate and strategic support services to support and implement the process to create Service Level Agreements with outside support partners;
Monitor the performance of outside ICT partners and take action to improve support where appropriate;
Implement remote working by staff from outside the office, including outside the Netherlands and ensure optimal IT systems;
Coordinate ICT support processes with outside partners.

ENSURE PROPER APPLICATION SUPPORT

Ensure that applications and software meet business requirements (including security) and systems goals, fulfil end-user requirements, and identify and resolve systems issues;
Review and analyse existing applications' effectiveness and efficiency, and develop strategies for improving or leveraging these systems;
Provide consulting support on processes and systems issues and the review, acquisition, and implementation of new applications;
Undertake project management task for systems development, data migration and other related projects.
Manage and ensure that all systems are integrated and interoperable, the operational configuration changes and updates are supported and implemented into the system timely, accurately and as per the specifications;
Train Mama Cash staff in the use of hard- and software and on security issues;
Provide day-to-day troubleshooting of user end applications;
Document system functions and processes and selected items for end users.

DEVELOP THE QUALITY AND REACH OF ICT

Develop the yearly ICT plan;

Ensure good execution of the ICT plan. Further develop detailed plans if appropriate. Report on progress regularly;
Develop ICT packages, propose and implement changes to ICT packages. A package is a combination of hardware, software and service. A package is 'always on': has a very high up-time and is easy to handle. There is a package for meetings, travellers, back office, and (maybe) more.

Knowledge, skills and abilities:

Must have a commitment to women's rights and to the goals and work of Mama Cash;
Must have strong experience and up-to-date knowledge in solving user's issues with ICT-related hard- and software;
Must have a willingness to follow courses and trainings, if required outside office hours;
Strong interpersonal skills, with the ability to interact with people from a wide diversity of backgrounds and cultures, and to translate user needs into analytical or technical solutions;
The ability to advise on and develop strategies for information technology, to ensure the good performance of Mama Cash's information systems;
A (strong) ability to both work independently, make decisions and interact as a member of a team to motivate, and to work well with colleagues from different departments.
Capacity to interact with staff at all levels of the organization in a professional, courteous and tactful manner and the ability to work as a team member in varied activities and projects.

Education and experience:

HBO+ degree in ICT or related;
Minimum of 5 years professional experience in ICT management;
Experience with budget responsibility;
Hands on and practical, and at the same time able to see the big picture;
Willingness to grow from an operational to a tactical level;

Excellent communication skills, both verbal and written, in English and Dutch.

The monthly salary for this position depends upon experience and is based on CAO Welzijn scale 10, (min.) EU2.842 - (max.) EU4.263 ex 8% vacation, 13th month, and pension plan.
