We believe there are two crucial factors that determine good health and well-being: Sexual and Reproductive Health and Rights (SRHR) and access to Water, Sanitation and Hygiene (WASH). Our integrated approach of these two expertise areas is reflected in our programmes to achieve the greatest impact possible for the most disadvantaged groups in Africa and Asia. Our communications, lobby and advocacy efforts aim to engage the general public and involve them in what we do.

Since 1925, we have been working with local partners, the private sector, knowledge institutes, donors, alliance partners and governments to realise our highest ambition. We are amongst others the lead NGO in the WASH SDG Consortium and the Golden Line programme. And we are member of the Get Up Speak Out Alliance and the More than Brides Alliance.

In 2017, we have restructured our organisation. We introduced an agile style of working. Moving away from a hierarchical organisation into a ‘flat’ circles based organisation instead of departments. Each employee has one or more roles, which may vary in time. The roles are grouped into eight functional circles, each with a specific purpose and its responsibilities.

The challenge

Simavi is looking for an experienced Programme Manager to take on the lead role in the Get Up Speak Out programme. In this exciting and challenging position, you will manage the GUSO programme and ensure it is implemented in line with Simavi’s Theory of Change. Next to this, you provide technical assistance to GUSO and other programmes on our women centred approach, Gender Based Violence and SRHR in general. You also develop and maintain relations with donors, private sector and other partners, identify and scout for new strategic partnerships and potential donors for our programmes and you share your expertise and experience with other programme staff as well as the fundraising & communication and monitoring & evaluation teams. As our new Programme Manager you report directly to the Director Programme Implementation.

Your main tasks and responsibilities

  1. Managing project and programme implementation to achieve the greatest impact possible
    1. Steer programme implementation and results from a women-centred perspective, based on the programme’s objectives and M&E framework, and facilitate planning, monitoring and learning with the other alliance partners and our partner organisations in the South.
    2. Coordinate the internal team of programme staff, Lobby and Advocacy, M&E and other technical advisers with responsibilities for programme deliverables.
    3. Manage projects and programmes in accordance with the agreed results and quality, time planning, budget and relation management.
    4. Guide and ensure that the programme implementation by all programme partners and staff is done respecting a women-centred approach.
    5. Assess and negotiate applications by partners, both substantive technical and financial, based on Simavi criteria and procedures.
    6. Provide substantiated advice to the Director Programme Implementation on approving programme applications from partners.
    7. Oversee contractual agreements with partners after approval of applications.
    8. Monitor and guide partners in the implementation of projects and programmes by assessing narrative and financial reports, work plans and budgets, timely signalling bottlenecks, communication on progress, preparing payments and when relevant organising research, support missions and evaluations.
    9. Organise and/or facilitate capacity strengthening of local partner organisations.
    10. Conduct regular field visits to monitor project and programme progress and meet with the donor liaison officer, the partners, actively network with local relations, evaluate activities, facilitate workshops and training, and capture lessons learnt.
    11. Fulfil reporting obligations to the donor and function as the official representative of the action with the EU.
  1. (Co-)developing new projects and programmes
    1. Contribute to the development and review country strategies based on Simavi’s strategic plan and key priorities.
    2. Actively network with key stakeholders like partners, donors, consultants, other NGO’s, embassies, companies and governments both in the Netherlands as in-country.
    3. Develop and maintains strategic partnerships.
    4. Follow trends and signals new fundraising opportunities.
    5. Contribute to the development of new concepts, and writing of project and programme proposals based on Simavi’s Theory of Change, where applicable in consultation with partners and other key stakeholders.
  1. Developing thematic and country expertise
    1. Develop and maintain specific expertise on certain countries and assigned themes. And translate these to Simavi policies, strategic plans and (training) materials.
    2. Provide input to programme proposals, communications and lobby trajectories on assigned expertise areas.
    3. Technical assistance to programmes and partners.
    4. Represent Simavi in forums relevant for these specific expertise areas, by actively participating in conferences, debates and meetings.


Do you recognise yourself in this profile?

  • You have a relevant academic level of education (MSc);
  • You have at least 10 years of relevant working experience in the sector, of which at least three years of relevant working experience managing EU funded and multi-stakeholder Consortium programmes;
  • You have excellent programme management skills;
  • You have in-depth knowledge on different aspects of SRHR, women’s empowerment and/or GBV;
  • You have demonstrated experience and affinity with working with civil society organisations in developing countries (incl. capacity strengthening);
  • You have excellent communication skills (oral and written) in English within a multicultural context;
  • You are result-driven and entrepreneurial;
  • You stand your ground and know how to provide feedback in a positive way;
  • You are a team player and are open to others opinions and ideas;
  • You are eligible to work in the Netherlands.

We offer a contract for 12 months for 32-36 hours per week with possible extension. The salary we offer depends on the years of working experience you bring along and will be within the salary range of € 3,043.- and € 4,422.- gross per month for 32 hours per week or € 3,423.- and € 4,974.- gross per month on a fulltime basis of 36 hours per week.

Our office is located at Naritaweg 135, which is a 2 minutes’ walk from train station Amsterdam Sloterdijk.
