Team Purpose

To work with Programme team and Oxfam’s partners to design and oversee Oxfam program in Sofala Zone, WASH, EFSVL and protection.

Job Purpose

To facilitate quality, gender-sensitive, accountable, and impact-focussed public health interventions in Sofala Zone through technical advisory, capacity building to staff and partners, system/model building on programming, . Oxfam is currently implementing both WASH and EFSVL programs (directly and through local implementing partner) as well protection program in Sofala Zone and therefore the position holder will be the overall responsible person for the implementation of the program and management of the base.

  • Experienced in managing programmes through our local partner in Sofala
  • Experience in managing and delivering heavy and complex wash programmes in challenging environments
  • Strong capacity building skills for Oxfam and partner staff.
  • Ability to manage Oxfam operational base supporting both program and support teams as well as local implementing partners.
  • Requires the ability to define and implement an efficient PHP strategy, involving close collaboration with other programme units (multisector approach).
  • Ability to lead the PHP team directly and remotely in needs assessments and analysis to eventually adapt the strategy, ensuring integration of WASH, EFSVL, protection and gender
  • Ability to provide PHP programmatic support in linking the current post-cyclone response including AWD/cholera rapid response with recovery/sustainable program.
  • to identify an AWD/cholera rapid response strategy
  • Strong understanding of community engagement approaches and ability to link the various hygiene promotion approaches to the local/Somali context.
  • Orientation of the PHP Team Leader on Oxfam ways of working and offer other programmatic guidance to both Oxfam and partner’s PHP teams.
  • Ability to support WASH Coordinator to monitor implementation of appropriate and impact orientated PHP strategies for the cyclone, AWD/cholera and sustainable/recovery responses for Somali Region.

 

Key Responsibilities

  • Ensure that the Oxfam supported program in Sofala is able to match the changing needs
  • Overall in-charge for Oxfam’s response to IDAI cyclone affected people in Sofala
  • Support an effective monitoring system for programme in is in place and well operating for achieving the targets in relation to programme activities, budget allocations and financial expenditures;
  • Support logistics and finance team to ensure timely delivery of supplies planned under all the projects;
  • Undertake daily site visits to monitor the programme progress and provide strategic guidance and support;
  • Represent Oxfam at Zonal level and actively participate in meetings/dialogues organized in Sofala;
  • Conduct capacity building (including on the job training) for Oxfam and partner staffs to strengthen Water, Sanitation and Hygiene promotion expertise.
  • Supporting the WASH coordinator and drought response manager in developing proposals, budget monitoring and field implementation of PHP activities.
  • Supporting the Oxfam and partner staffs through couching and on job support in employing appropriate hygiene promotion approaches based on the context.
  • Develop guidelines and tools with teams for implementation, and also to ensure compliance with established guidelines and standards.
  • define workplans with PHP teams and ensure timely follow up; identify weaknesses and provide doable solutions
  • develop monitoring tools with MEAL team to ensure impact can be measured
  • Guide the team in planning and analysis in the baseline, mid-term review and final evaluations.
  • Incorporate best practices in projects, and guide program staff on sharing strategies, procedures, successes and lessons learnt at local level with concerned stakeholders and within Oxfam.
  • Ensure that an empowering approach to working with communities is employed and not an approach, which relies solely on message-based methodologies.
  • Ensure that all members of the community, women, men and children are involved in all aspects of the programme implementation from planning to evaluation.

Skills and Competence:    

  • Degree in relevant public health or community specialisation.
  • The post holder should have at least four years of direct practical experience in  different settings of displaced people, AWD/cholera outbreak, cyclone/floods environment and community public health programmes and knowledge of appropriate ways of tackling public health problems.
  • At least 2 year’s international experience in humanitarian work. Practical experience in public health promotion, environmental sanitation and camp/ community of the dynamics of the East African context is desirable
  • Experience and understanding of community mobilisation approaches (CLTSH, PHAST, CHAST etc) in relation to water, sanitation and public health promotion. This includes experience and skills in the use of appropriate tools for dissemination of key hygiene messages.
  • Team building and leadership skills with excellent skills in people management composed of various capacity PH Promoters.
  • demonstrated experience in hands on approach
  • Demonstrated experience of integrating gender and diversity issues into public health promotion. This includes sensitivity to the needs and priorities of disadvantaged populations.
  • Excellent design/assessment, analytical and planning/prioritisation skills.
  • Diplomacy, tact and negotiating skills with the ability to remain calm, work flexibly under pressure and not lose sight of the strategic objective.
  • Training/counterpart development skills.
  • Culturally sensitive,
  • Good oral and written reporting skills in English, Portuguese speaking and reading is a plus
  • The ability to take the initiative; work collaboratively with varied team and different external players. This includes practical experience in dealing with suppliers and sound
