Junior Program Specialist C
24-36 hours
Based in The Netherlands
6 months (potentially 2-3 months longer if funding available)

 

Description of the Position
The junior program specialist C will support the Thematic Unit Conflict & Fragility policy lead and policy advisor on respectively roll out of the Oxfam Novib conflict sensitivity workplan and provide programmatic support in the area of inclusive peace and security.

Main Goal of the Job
Enable programme and project teams to deliver quality programmes through strengthening capacity of project and programme teams on project development and management. This means the job requires someone who is both strong as an expert project manager and as coach/facilitator on: proposal development, monitoring and evaluation, team coordination, bid management, theory of change, consortium management, contract management, risk management and financial management.

Main tasks
Support with management of two main programmes, the Strategic Partnership and Addressing Root Causes programmes;
Support with coordinating and co-organizing activities and events, such as learning events;
Supporting on the development of project proposals, including development of Theories of Change and the preparation of proposal documentation;
Ad hoc desk-based research to inform programme and policy development;
Ad hoc support within the Conflict and Fragility team (e.g. Monitoring, Evaluation and Learning; funding strategy development etc.)
Project assistance support to the Addressing Root Causes (ARC) Programmes in Burundi and Pakistan, in collaboration with the Policy Lead for ARC; and
Support to conflict sensitivity mainstreaming activities within the Conflict and Fragility Team (if possible, depending on time/capacity)

You
Are interested in issues related to development programming in conflict and fragility contexts, in particular regarding women, peace and security.
Are in the possession of/have almost completed a bachelor’s degree in a relevant field;
Have 0 – 5 years of experience in a similar position;
Have the ability to work in a structured way;
Have the experience in coordinating events;
Have the experience in facilitating workshops;
Have the experience in research and producing advocacy products;
Have strong analytical skills, you are result-oriented and are a team player;
Have excellent (intercultural) communication skills;
Have strong computer skills (for PowerPoint presentations etc);
Have excellent organizational skills and ability to handle multiple tasks simultaneously.
Have excellent command of English, both written and spoken. Working knowledge of Dutch and French would be an advantage;
Work in a project-oriented manner and you have a strong focus on the end results.
