Call for Proposals For Provision of Education Curriculum and Content Development Services
War Child Holland (WCH) is a non-governmental organisation, investing in a peaceful future for children affected by armed conflict by focusing on education, psychosocial support and enhanced protection. We use creative methods to empower children, young people and their communities to become socially active and to achieve positive and lasting changes in their lives. More than 35 Million children worldwide are denied schooling due to conflict. War Child, together with stakeholders from the public and private sector, has developed a breakthrough innovative education project called Can’t Wait to Learn. The project, a tablet based educational game for out of school children, has been successfully piloted in Sudan, and is now taken to scale to reach children affected by the Syrian refugee crisis and South Sudanese refugee children in Uganda. Major supporters including USAID, IKEA Foundation, the Dutch Postcode Lottery, and Google.org have committed support to the project. Can’t Wait to Learn is part of the Humanitarian Education Accelerator led by UNICEF and UNHCR and funded by DFID. Our aim is to take this project to scale and to reach many more children in the years to come.
Can’t Wait to Learn (CWTL) proposes new cost-effective solutions to the urgent challenges facing education for children in emergencies. By utilising innovative technological solutions with a focus on serious gaming, CWTL has the potential to provide out-of-school children with access to education opportunities, especially in rural areas where no formal schools exist. The programme uses education technology as part of a model of education which is offering certified curriculum level content through applied gaming and personalised pupil engagement. The programme uses a range of innovative, results focused approaches: combining context specific applied gaming and community-based facilitation instead of waiting for formal schools to be built; a strong innovation management staged approach to growth with rigorous appropriate research; and focusing on getting the right partnerships in place.
PURPOSE OF THE CALL FOR PROPOSALS:
War Child Holland works through commissioning products and services to be provided by supplier organisations and individual consultants. These will assist the programme to offer innovative and cost-efficient solutions in order to provide education to an increasingly large number of students in multiple countries.
The purpose of this Call for Proposals is to solicit competitive offers and to create a framework register of consultants for the delivery of Education Curriculum and Content Development Services.

Lot #1 – Education Curriculum and Content Development Services – English
The candidate will manage the English content production and advise a multi-disciplinary team working on the development of the games. S/he manages the technical production of the content with regards to language and educative components while adapting syllabi for lessons in line with curricula of the Ministries of Education in the project countries.
Lot #2 – Education Curriculum and Content Development Services – French
The candidate will manage the French content production and advise a multi-disciplinary team working on the development of the games. S/he manages the technical production of the content with regards to language and educative components while adapting syllabi for lessons in line with curricula of the Ministries of Education in the project countries.
Lot #3 – Education Curriculum and Content Development Services – Spanish
The candidate will manage the Spanish content production and advise a multi-disciplinary team working on the development of the games. S/he manages the technical production of the content with regards to language and educative components while adapting syllabi for lessons in line with curricula of the Ministries of Education in the project countries.

The NEW deadline (receiving date, not sending date) for submission of proposals is 22nd July, 2019, at 23:59 local time of the Netherlands. Late bids will not be accepted.
Proposals already received will be kept and opened after the new deadline has passed. Applicants who already submitted their proposals do not need to submit new ones for the same lot, except if they decide to revise them – and need to do so within the new deadline.
The bidding document, including all other requirements, remains unchanged.
