Amnesty International (Dutch section) is part of the global Amnesty Movement. Our core business is human rights and we campaign for freedom, equality and justice for all. Amnesty conducts research, campaigns and supports human rights defenders worldwide. That is why we look for colleagues who embrace diversity and inclusion. Amnesty Netherlands’ Human Rights Capacity Building Programme (HURICAP) develops and coordinates training and capacity-building activities for organisations and activists in complex contexts of crisis and conflict in Africa and the Middle East, aiming to contribute to the growth of human rights activism. Our projects (currently in 10-12 countries) are implemented in collaboration with HURICAP’s network of trainers, Amnesty International regional offices and national sections, and various partner organisations. We focus on Monitoring, Documenting and Reporting human rights violations (MDR, on civil and political rights violations), Economic, Social and Cultural Rights (ESCR) and Business and Human Rights (BHR). We develop capacity-building packages, which include training materials and handbooks related to these themes.
Considering the new phase in HURICAP’s operations (start of a new 5 years funding period, collaborating in a new funding alliance with three other organisations, new capacity building packages and new project countries), we are looking for a Team Leader to:
• Maintain oversight on programme initiatives/operations
• Provide overall direction to HURICAP’s work, and
• Support a diverse team of professionals
S/he will be stationed in the Amnesty International Office in Amsterdam, The Netherlands; and may be expected to travel occasionally to programme countries.
The current HURICAP team is a team of strongly committed professionals, and comprises of four Senior Officers, one Monitoring Evaluation and Control (MEC) Officer, and one Finance and Administrative Officer, all based in Amsterdam.

What will you be doing?
OVERVIEW OF THE ROLE
The Team leader is a middle-management position, reporting to the Director of Human Rights Policy. The main purpose of the role is to:
• Hold the overview of programme operations and budgets and providing overall direction to the work of the team
• Oversee the smooth functioning of various programme operations led by a team of independent professionals in order to ensure quality results and impact.
• Facilitate learning, collaboration and innovation within the team
• Ensure proper budget and financial management, planning, development of new policies and procedures in collaboration with the MEC Officer
• Oversee and ensure compliance with systems, processes and procedures in programme operations
• Develop and manage key internal and external relationships
Representation and resource mobilisation
• Keeps the manager of the department abreast of developments within the program and Alliance network
• Develops and maintains key relationships within Amnesty Netherlands and broader Amnesty movement/family
• Grows and manages key external relationships, notably with:
Alliance partners, in order to ensure effective coordination of Alliance operations
Potential donors, for purposes of fundraising as may be needed; and
The Dutch Ministry of Foreign Affairs (MoFA), the current donor
Facilitating internal processes
• Leads annual planning and reporting processes; and holds the overview of planned activities
• Leads team meetings, internal communication, team decision making
• Oversees programme implementation
• Regularly reviews and updates HURICAP procedures and policies (e.g. travel, security, financial, reporting, needs assessments etc.)
• Enhances the quality of programme work: Quality control, facilitate innovation, coaching and guidance, setting clear priorities and delegating effectively
• Participates in project review committee meetings
• Together with the Director of Human Rights policy: conducts assessments, personal development plans, etc., of HURICAP staff
• Identifies and leads team building/development initiatives in order to ensure team cohesion and collaboration
• Monitors team capacity and initiates/proposes solutions in case of bottlenecks.
• Coordinates recruitment processes
• Coordinates the development and production of booklets, training materials
• Coordinates organisation of TOT’s, maintains the network of trained trainers
• Explores/codifies innovative approaches, such as online training, use of video etc.
What will you bring along?
The successful candidate: will have at least a university degree; is a result-driven, people-person, skilled communicator who is open-minded, and capable of balancing between the big picture of overall programme leadership and the minutiae of project management and implementation.
S/he will have strong experience in leading and supporting multicultural teams, preferably in an international NGO setting; overseeing the smooth execution of complex donor-funded international programmes/projects; managing key relationships; providing strategic leadership and vision in conceptualising new programme initiatives; and in building and maintaining strong teams
EXPERIENCE AND EDUCATION
• At least 5 years of experience in leading and motivating a multicultural team of professionals in designing and implementing programmes from a line management position
• Experience of working in an international NGO focusing on the global south, preferably in the Africa/MENA region
• Experience dealing with Southern partners
• Experience with/knowledge of
capacity building approaches,
programme development and management
• University degree in international development or any other relevant field
• Fluent in Dutch and English, working knowledge of French (knowledge of Arabic is a plus)
• Strong leadership skills
• Proven people-management skills (preferably a facilitating management style)
• Excellent communicator (orally and in writing)
• Strong diplomatic skills and ability to forge consensus
• Ability to think strategically
• Strong relationship management
• Willingness to learn and adapt to new settings
• Openness to diversity, etc

What has Amnesty International Netherlands to offer?
We offer an one-year contract for 32 hours per week with the intention of renewing it.
The terms and conditions of employment of Amnesty International, Netherlands department apply. The salary on commencement of employment is a minimum of €3.828,75 and a maximum of €5.105,– gross per month for a 40-hour working week. We offer a pleasant working atmosphere and good secondary employment conditions.
