Rutgers’ International Programmes department has a vacancy for

Senior Programme Officer Campaigning/Public Support
32-36 hours, vacancy number 2021-17)

You will be part of our International Programmes department, working on our new 5-year programmes such as Generation G and Right Here Right Now2 as well as Explore4Action, our pioneering research programme.


Your main responsibilities are:

  • Strong internal and external collaboration with a huge variety of disciplines, including youth led organisations, research organisations, technical advisors, advocates, etc.;
  • Campaigning/public support strategies for multiple programmes;
  • Monitoring the quality of performance of all collaborating partners. Documenting project processes and progress;
  • Contribute to the quality of the programme outcomes through tool and intervention development and training;
  • Translation of research results into ‘global public goods’ – products and messages for take up by policy makers and practitioners;
  • Provide strategic advice to the programme managers;
  • Identifying new opportunities for sustaining and developing campaigning and public support. Actively contribute to acquisition and funding proposals regarding this;
  • Represent Rutgers in contacts with national and international (partner) organizations and donors; at national and international networks and conferences;

Job requirements

We are looking for an enthusiastic colleague who meets the following requirements:

  • You have a Master’s Degree in Communication,  Social Science or a similar level of relevant (post) academic education;
  • You have at least ten years of relevant international work experience in development cooperation, preferably with in-country experiences, and you have experience in working in multi-country partnerships on an equal footing;
  • You are a strategic and analytical thinker. You are outward focused, curious and eager to learn about best practices and evidence. You know how to move from strategic analytical to operations;
  • You are an independent worker, self-confident and decisive; You are result-driven with the ability to take the lead within project teams;
  • You have strong inter-personal skills. You can easily connect and relate to people at all levels;
  • You are able and willing to travel abroad as necessary;
  • You have experience with / ability to support / supporting local partners in development and implementation of public support and campaigning strategies;
  • You have a strong understanding of policy advocacy, and ability to link this to public support strategies and campaigning;
  • You have a network with relevant international media players;
  • Strong understanding of translating research outcomes in clear messages, experience with communicating research finding, experience with developing policy and research briefs;
  • You possess the ability to develop effective campaigning materials in collaboration with communication colleagues based at Rutgers;
  • You have experience on capacity strengthening approaches, including digital approaches;
  • Experience in conducting and/or using research into target groups for the development of public support and campaigning strategies;
  • Preferably experience in SRHR/ CSE.

It is an asset if you:

  • Have experience with working with young people and youth led organizations;
  • Speak French and/or other languages such as Arabic.

Terms of Employment

We offer a challenging position in an international working environment, with highly motivated and qualified colleagues. This is a multi-year employment opportunity, if personal performance and funding allows. The salary, depending on knowledge and experience, amounts to a maximum of € 4.717,= gross per month (FWG scale 60) based on a 36-hour week. In addition to the primary employment conditions, Rutgers also offers a competitive package of secondary employment conditions. For this position, the CAO-GGZ is applicable.
