The main purpose of the position is to strengthen the application of First Aid by the Caribbean branches. This requires a coordinated support structure that provides expert advice tailored to the needs and capacity of each branch. This position will look into all different aspects of the qualitative organization of First Aid activities on the islands such as the applicable guidelines, the training path, the required equipment and the cost and revenue structure in order to fit the challenges of the specific context. We aim towards an integrated approach towards the different applications of First Aid in order to maximize the return on investment.

First aid is considered a core activity of each Red Cross National Society and its branches. This is also the case for the Caribbean branches who have been providing first aid services for many years. Keeping the knowledge of First Aid up to date and making it a sustainable activity is a permanent challenge. Hence why the provision of qualitative first aid has been integrated in the 5-year strategy of the Caribbean desk of the Netherlands Red Cross.
Each of the Caribbean islands of Aruba, Bonaire, Curacao, Saba, Sint-Eustatius and Sint-Maarten has an active Red Cross branch. These six overseas branches are part of the Netherlands Red Cross (NLRC) National Society and focus on direct emergency aid after disasters and the provision of assistance to vulnerable groups on the islands. Aruba, Curacao and Sint Maarten are independent countries within the Kingdom of the Netherlands while Bonaire, Saba and Sint-Eustatius are special municipalities of the Netherlands. Regardless of the political structure of the islands the six overseas branches are all equal partners within the NLRC.
The FA program manager will be based in the Netherlands to allow efficient coordination with the different units at NLRC headquarter that provide first aid support. At the same time the function will require frequent travel and longer term presence on the islands to familiarize with the local context, the capacity and the challenges of each branch.
The FA program manager reports to the regional coordinator for the Caribbean branches based who is currently based in Curaçao.
When developing First Aid activities we don’t limit ourselves to First Aid trainings only. We consider all different relevant applications of First Aid techniques in different circumstances. This includes disseminating First Aid knowledge to the general public, within sport clubs and on the work place to ensure more people can intervene adequately. But we also aim to strengthen the pre-hospital care system by providing qualitative First Aid services during events and emergencies.
Even though these are all applications of First Aid, there are differences to be taken into account with regards to the training, the equipment and the context you’re in. In order to maximize the potential of each Red Cross branch and guarantee good quality service we aim to align the training pathways, the guidelines, the costs/benefit structure and the practical organization of all First Aid activities.
1. Operational strategy & program coordination
- Draft a detailed First Aid support program, including a logical framework and budget, in dialogue with the six Caribbean branches and the NLRC.
- Maintain oversight over the implementation of the support program taking place on all six Caribbean branches.
- Support the branches in assessing and analyzing their current strengths, weaknesses, opportunities and threats when it comes to the different aspects of First Aid activities.
- Familiarize yourself sufficiently with the context of each of the Caribbean branches and ensure these local differences are reflected in the program outcomes, outputs and activities.
- Shape the program in such a way that it addresses the current needs and capacities of the branches while at the same time aiming for a coherence within the National Society.
- Provide the required monitoring, reporting and evaluation to ensure adjustments can be made in time and the program objectives are met within the set time frame.
- Coordinate the approach, activities and operational strategies while ensuring that the operational planning is in line with the long-term strategy and capacity of the branches on each island and NLRC.
- Monitor operational budgets and expenditures of the First Aid projects on the six islands. Ensure financial and narrative reporting is done and checked with the actual activities in the field.
- Safeguard and promote the implementation of the procedures regarding finance, procurement etc.
- Establish a good working relationship with the branch managers and First Aid focal points of the overseas branches.
- Liaise between the branches and the operation support services of the NLRC HQ in The Hague.
- Promote an effective working relationship between the branches and technical advisors at NLRC HQ, relevant IFRC reference centers or external centers of expertise.
- Promote cooperation and facilitate mutual support between the six islands with regards to the different First Aid activities.
- Promote good coordination with relevant authorities and local partners active within the broad field of first aid and prehospital care.
3. Capacity building
- Ensure the operational strategy per island is in line with the longer term First Aid and pre-hospital care strategy of the branches, the NLRC and the IFRC.
- Establish a minimal quality framework in dialogue with each branch as well as a contextualized plan of action to reach these minimal requirements.
- Document the baseline situation of each branch and the progress made throughout the program compared to both the baseline and the minimum framework that is set forward.
- Increase the knowledge and understanding of relevant guidelines and applicable legislation in the field of First Aid and pre-hospital care.
- Support the development of skills and/or provision of training by experts to local staff and volunteers.
- Ensure the proper equipment is available within each branch to achieve the agreed quality standards.
4. Operational quality
- Ensure compliance with relevant NLRC and Federation policies, including the Code of Conduct.
- Champion and promote high quality accountability standards and ensure compliance with relevant policy and procedures.
- Relevant diploma of higher education or equivalent qualification within a relevant field within the sector of public health and/or primary health care;
Skills and experience
- Minimum of 5 years of work experience in the field of primary health care services;
- A minimum of 2 years of project management experience, including supporting and training decentralized staff;
- A good understanding and proven experience in the use of medical protocols;
- Excellent interpersonal and diplomatic skills, able to build effective relationships in a sometimes sensitive environment;
- Excellent analytical and problem-solving skills with independent decision-making capacity;
- Proven skills in operational planning, budgeting, monitoring and reporting for an emergency response;
- Good knowledge and understanding of the Caribbean context and the challenges on the Caribbean islands which are part of the Kingdom of the Netherlands;
- Experience with working in multicultural context is desirable;
- A good command of the English language both verbally and in writing;
- A good command of Dutch, Papiamento or Spanish language both verbally and in writing is a strong advantage;
- Proficient in computers (word processing, spread sheets, Power Point, internet, etc.).
- Strong communication, negotiation, interpersonal and diplomatic skills;
- High degree of cultural sensitivity;
- Ability to develop clear goals and steer team towards results and observing deadlines;
- Availability to travel regularly with longer term stay in the Caribbean region;
