Description of the Department

The Finance and Operations Department has the core responsibility to deliver on enabling operational services that help the organisation achieve its impact goals and ensure that it fulfils its external regulatory requirements. The department consists of four functional units (ICT and Facilities; Integrity; HR, People and Culture; Corporate Finance, Quality and Control), one expertise unit (Project and Donor Compliance) and an Executing Affiliate (EA) unit (EA Global Business Support) where business support to our EA country offices are clustered.

Purpose of Unit

The Integrity Unit is an independent unit in Oxfam Novib reporting directly to the Board of Directors that supports the effective oversight of Oxfam Novib’s operations in The Hague and in countries where Oxfam Novib is the Executing Affiliate for the Oxfam confederation. The Unit provides a key function in ensuring that all Oxfam Novib staff and associated third parties observe and perform their functions consistent with the highest standards of integrity required by the Code of Conduct through fostering a culture of ethics, transparency and accountability.

The Integrity Unit works to deter, detect, prevent and respond to serious misconduct committed by Oxfam staff or associated third parties. This includes: safeguarding misconduct (such as sexual exploitation or abuse, sexual harassment or child abuse), corruption misconduct (such as fraud, theft, bribery, money laundering, terror financing, aid diversion or nepotism), and interpersonal misconduct (such as bullying, intimidation, non-sexual harassment or discrimination). The Unit is responsible for conducting investigations into allegations of serious misconduct and supports policy development, awareness-raising, capacity strengthening and integrity risk management and mitigation globally.

Job Summary

With profound specialist knowledge on the prevention and detection of integrity-related concerns within humanitarian and/or development contexts, the Integrity Advisor has an important role in realising Oxfam Novib’s Integrity Strategy, including the implementation of integrity-related standards, policies and procedures.

Tasks & Responsibilities

Overall responsibility

  • Primary responsibility within the Integrity Unit, under overall supervision of the Integrity Unit Manager, for overarching efforts aimed at prevention and detection of integrity-related concerns across Oxfam Novib’s operations, including through awareness raising, capacity strengthening, promotion of best practices, policy development and implementation;

Awareness raising and capacity strengthening

  • Leads on the development and delivery of integrity inductions, trainings, refreshers and knowledge sharing activities, including with respect to Oxfam Novib’s partners, that is tailored to the local context and to specific roles and functions;
  • Promotes best practices in integrity across the confederation and with partners, including through coordination of communities of practice;
  • Raises awareness about Oxfam’s integrity standards and facilitates dialogue within the organization, including by drafting reports/communications and maintaining the Integrity Unit’s presence on Compass, Workplace and other internal communication tools;

Development and implementation of integrity-related standards, policies and procedures

  • Supports development and monitors implementation of integrity standards, procedures and policies both within Oxfam Novib and across the wider Oxfam confederation, in line with donor requirements;
  • Advises management and staff about their responsibilities under such standards, procedures and policies, including developing tools and supporting ways of working that minimize integrity-related risks;

Influencing, strategy development and driving change

  • Influences integrity-related policy and strategy development within the wider Oxfam confederation, including by coordinating with other affiliates and representing Oxfam Novib on relevant OI working groups;
  • Influencing national, regional and international integrity-related developments across the aid sector through external engagement, including by representing Oxfam Novib on sector-wide platforms and networks.

Knowledge and Experience


  • A first-level university degree in Social Sciences, Development Studies, Law or other related field is required;
  • An advanced degree (e.g. Masters) is an asset.


  • A minimum of 4 year(s) of relevant experience, 3 of which in the not-for-profit sector or an international organisation is desirable;
  • Working experience in volatile environments or refugee camps desirable.


  • Fluency in English is required;
  • Working knowledge of Dutch is preferred;
  • Working knowledge of French, Portuguese or Arabic is an asset.

Skills and Abilities

  • Suitability to undertake the responsibilities mentioned above at the required level;
  • Demonstrated teamwork, leadership and conceptualization (developing viable solutions based on an understanding of institutional perspectives and needs) skills;
  • Strong and clear drafter and public speaker, capable of delivering messages appropriately to a variety of audiences, building a sense of passion and engagement;
  • Able and willing to travel globally, including to hardship environments and at short notice.

What we offer

For initial appointments, Oxfam Novib offers a contract of maximum one year (including a one-month probationary period) with possibility of extension. The position is based in The Hague, The Netherlands. Oxfam is committed to providing a fair compensation package a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. This position is classified in scale 9. The gross salary range is between € 2.977,- to € 4.582,- on the basis of 36 hours per week.  Benefits typically include annual pay increases, performance-related salary increases, holiday allowance, contributions to commuting costs, vacation days, parental, care and special leave, a private bicycle scheme, pension scheme, etc.
