Currently WCH goes through an exciting period of transformation, wherein we are embarking on becoming a networked expert organisation, shifting from predominantly direct program delivery to re-focus on intentionally collaborating and scaling up with and via sector partners. This shift will be supported by the move to a single global program operation with shared back office operations, supporting War Child Holland and its affiliates.

As Global HR Manager you have a multi-faceted role requiring strategic, change management, tactical and operational people leadership. You are responsible for all Human Resources development and implementation tasks. War Child takes duty of care for all staff very seriously and the global HR manager will play a vital leadership role in developing the care framework for staff worldwide. Reporting to and supported by the Shared Operations Director and working together with the International Management Team (IMT), you will lead the development and implementation of a War Child People Strategy, encompassing the full global scope of approximately 500 people across 16 diverse geographies including; Europe (Netherlands, Sweden, Germany), Latin America (Columbia), Africa (Sudan, South Sudan, Uganda, DRC, Burundi), Middle East (Lebanon, Palestine, Jordan, Iraq, Yemen), South Asia (Sri Lanka, Afghanistan).

The Global HR Manager will;

  • Lead and manage the entire employee lifecycle and the development of people related systems, processes, policies and metrics, supporting all country offices and teams
  • Develop and implement HR business partnering processes including; strategic workforce planning, succession planning and talent management
  • Support the shift to a global program operation (people, change management and HR)
  • Develop and implement an approach to data-driven decision making in the people sphere
  • Support the Country Directors and regional and global management in ensuring full compliance with employment legislation across all country offices
  • Advise on and support all people aspects of implementing the organisation strategy
  • Coach and guide the War Child Board and International Management Team on strategic people matters, including Board development, inclusion and diversity etc.
  • Manage the HR budget and team of approximately 6-8 HR professionals.

As Global HR Manager you lead the Human Resources team that, together with Finance, ICT and Procurement teams, forms the Department of Shared Operations. The HR team includes Global HR Manager, 3 HR Advisors, Recruiter and 2 HR Officers. You also oversee and ensure HR support and coordination with in-country HR processes and staff. As Global HR Manager you report to the Director of Shared Operations (DSO).

This role can be carried out from any of WCH offices worldwide (by equal suitability, preference will be given to local applicants). 

Your challenge

  • Collaborate with the DSO and IMT to translate War Child strategy into people strategy and supporting programs, policies, processes, systems, culture, and metrics, covering the full global organisation
  • Signal relevant social, political trends and developments in the field of HRM, and translate these into insights, proposing relevant actions or adjustments
  • Translate the people strategy into goals, targets, plans and corresponding budgets for the HR department
  • Oversee and manage implementation of people-focused programs, continually improve people-policies and processes, and manage the full organisation’s personnel costs and the HR budget
  • Act as advisor and collaborative sparring partner to the Board and IMT on all strategic people-related matters
  • Implement processes and practices that develop a future-oriented and diverse workforce, including attention to strategic workforce planning, retention, succession planning, talent management and diversity and inclusion
  • Tangibly support the shift to a global program operation, on all aspects of people, change management and HR
  • Act as single point of contact for Works Councils globally and participate in meetings with Works Councils
  • Provide leadership and guidance on all aspects of HR, some aspects of which are currently delivered in a dispersed manner across the organisation (i.e., integrity, culture, learning and development)
  • Develop and implement an approach to data-driven decision making in the people sphere; analysing, monitoring and improving workforce health, performance, and diversity
  • Ensure measuring, management and improvement of overall workforce (performance) health (incl. among others turnover, vacancies and succession planning)
  • Continuously improve processes and practices and ensure their adoption by the organisation
  • Ensure that people within War Child Holland and affiliates feel engaged, empowered and enabled to grow
  • Identify and proactively address and mitigate people-related issues and risks in the internal environment and work processes.

Your Profile 


  • University degree in HR, General Management, MBA or similar
  • 5 year strategic HR experience, used to working at board and management team level with senior stakeholders across international and cross-sectoral environments (experience with non-profit sector is a plus)
  • Experience of developing and implementing HR strategy, delivering measurable improvements, and building or enhancing value-added HR business partnering
  • Proven experience in delivering on complex change management programs in an international environment
  • Experience of building data-led decision making functionality and capability in HR
  • Track record of developing and improving solutions across the full range of HR disciplines
  • Significant international / global professional experience
  • Experience in coaching and acting as sparring partner with Board members and IMT as well as in managing diverse teams of multiple HR functions
  • Ability to think critically and creative problem-solving skills
  • Full professional command of English (other WCH’s languages are an added benefit: Dutch, French, Spanish, Arabic).
  • Full support and appreciation of War Child’s mandate and mission.


  • Understands the context, best practice and social developments relevant to HRM, also within the NGO / international development sector
  • Experience in leading development in culture and I&D with measurable impact
  • Broad knowledge of employment law across multiple geographies
  • Understanding and appreciation of society’s issues and the current state of affairs as they affect the organisation. 

Our offer 

If duty station is Amsterdam

  • Salary range from €4087 to €5723 gross per month, based on 40 hours per week (the exact step determined by the years of your relevant working experience)
  • 26 vacation days (based on 40 hours per week), plus 2 additional fixed free days
  • Vacation allowance of 8% of the annual salary
