The Netherlands-African Business Council (NABC) is the leading organisation for trade and investment facilitation for Africa in the Netherlands. At NABC we believe that the Dutch private sector has a prominent role to play in the sustainable economic development of the African continent. Therefore, NABC’s purpose is to inform, inspire, catalyse, and connect businesses with Africa’s opportunities and to assist businesses in making confident decisions about when, where, and how to do business in Africa. NABC currently has a network of approximately 250 engaged and diverse members and has access to a community of over 10,000 African and European businesses, institutes, government entities and others interested in doing business in Africa.

 

FOR OUR TEAM IN THE HAGUE, THE NABC IS SEEKING A DYNAMIC AND FLEXIBLE FINANCE MANAGER. 

The Finance Manager is responsible for hands-on execution of accounting, financial reporting, financial planning, and profit/loss calculations on assignment and projects and reports directly to the Managing Director. Do you like to get things done and are you good at switching between Dutch and African businesses, the Ministry of Foreign Affairs and Dutch and African embassies? Who knows, we might be looking for you!

GENERAL OBJECTIVE OF THE POSTING

  • The Financial Manager is responsible for managing the accounts receivables and payables of the organisation. They work closely with the Managing Director, the programme managers of the strategic programmes, the Africa Insights Desk and HR.
  • They will develop the organisation’s budget, oversees the preparation of financial reports and will be involved in directing financial planning of projects and assignments.
  • They are also responsible for planning the organisation’s long-term financial goals and protecting the organisation’s assets.
  • Together with the HR and Operation Manager, they are responsible for the payment of salaries, benefits, pensions etc.
  • Together with the HR and Operation Manager, they are responsible for auditing/ISO 9001.

 

SPECIFIC OBJECTIVES

Budgets

  • Prepare budgets, both for externally financed projects, the NABC members, as well as short term assignments for the Africa Insights Desk.
  • Carry out regular budget monitoring and advice colleagues pro-actively, on all areas of attention on budget performance and the organisations cost recovery.
  • Prepare and maintain cash flow forecasts for the strategic programmes and long term assignments.
  • Advices the team on the correct calculations of VAT in projects and assignments.

 

Daily financial management

  • Ensures that cash- and bank balances are sufficient, both on project as well as organisational level,  and submit timely cash requests to clients.
  • Ensures that proposals and tender requests meet financial and legal requirements.
  • Reviews requests for payment and verifies that these are compliant with regulations before signing off.
  • Ensures that invoices are paid timely and correctly.
  • Maintains an up-to-date overview of outstanding liabilities.
  • Ensures that staff receive salary payments on time, and have the required petty cash for travelling, and that all transactions are supported by supporting documentation.
  • Reviews all draft proposals and contracts for financial correctness.

 

Reporting

  • Prepares financial reports for external donors in accordance with donor agreements, ensures that these are complete and compatible with narrative reporting;
  • Prepares internal financial report and forecasts demonstrating budgeted costs/hours vs budget depletion and analysis of the deviations.

 

Coordination and collaboration:

  • Coordinates the finances of subcontractors and lead contractors on financial matters.
  • Provides advice to the NABC leadership team on improvements in financial management procedures.
  • Proactive advices on clear financial management and use of the right accounting software.

 

Qualifications

  • Master/bachelor degree  in financial management.
  • At least five years’ experience in working with a similar organisation in an international context.
  • Good and proven experience working with both private sector and external (institutional) funders like the Netherlands Enterprise Agency (RVO), Embassies, European Union, The World Bank etc.
  • Strong analytical and problem-solving skills.
  • Strong organiser of one’s own work (knowing how to prioritise).
  • Strong communication skills.
  • Be culturally sensitive, result-oriented, innovative and a strong team player.
  • Fluency in both Dutch and English. French is an added value.
  • Professional experience in financial software.
  • Familiar with the business software EXACT.
  • Knowledge of IT; information systems, computer network, hardware and software and electronic support is an advantage
