BACKGROUND:
The Nigeria Joint Response consortium is a consortium of five Dutch NGOs and seven local partners who
have been implementing a multi-sectoral integrated humanitarian programme in North-East Nigeria for the
past seven years with funding from the Netherlands Ministry of Foreign Affairs. With the current funding
framework from MFA coming to an end in December 2021, the consortium is looking to develop new
partnerships with donors in order to continue the highly effective collaboration.
The NJR partners are all dual mandate partners and have the ability to design and implement projects
across the humanitarian-development spectrum, contributing to durable solutions, with specific attention
to conflict sensitivity and actively building governance, social cohesion and peace among
resettled/reintegrated populations and host communities.
ROLE PURPOSE:
Save the Children is seeking a consultant to work under the supervision of the Humanitarian Programme
Manager and in close coordination with the Nigeria Joint Response partners to identify potential donors,
collect information required for the development of project ideas and develop concept notes for
submission to potential donors.
SCOPE OF WORK AND COMPETENCIES:
The consultant will carry out the following tasks:
• Conduct a donor mapping and identify at least five institutional and non-institutional donors, with the
potential of funding the Nigeria Joint Response consortium.
• Review existing project documents and work with NJR partners to highlight the added value of the
Nigeria Joint Response consortium and put this on paper.
• Work with the NJR partners to develop different project ideas and turn these into concept notes for
potential donors. The consultant is expected to develop different concept notes to appeal to a range
of different donors across the humanitarian – development spectrum including triple Nexus
programming.
EXPECTED DELIVERABLES:
The consultant will deliver the following:
• Mapping of donor landscape in Nigeria.
• Two-pager brochure outlining the added value of the Nigeria Joint Response consortium.
• Three concept notes which can be shared with potential donors.
TIMELINES:
The consultant will work on the identification of donors and development of concept notes between 1
November and 3 December 2021.
QUALIFICATIONS AND EXPERIENCE
Essential:
• Demonstrable experience in writing project proposals for large consortia
• Strong analytical skills and project adaptation experience
• Familiarity with results-based practices and preparing products in NGOs
• High proficiency in language and communication and proposal writing skills in English
• Excellent attention to detail

• Cultural awareness and ability to build relationships quickly with a wide variety of people
• Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and
effectively under pressure
Desirable:
• Direct experience in writing Triple Nexus proposals focusing on localization and adaptive
programming
• Experience working on new business development in Nigeria
• Experience working with on new business development for INTPA
