PAX means peace. PAX brings together people who have the courage to stand for peace. Together with people in conflict areas and concerned citizens worldwide, PAX works to build just and peaceful societies across the globe.

 

The Humanitarian Disarmament programme at PAX seeks to address challenges around the use and proliferation of weapons and their impacts on security and the protection of civilians in armed conflicts. Within this thematic programme, PAX works on a diverse set of subjects, ranging from nuclear weapons to conventional arms trade, and is looking to build expertise and knowledge of the relationship between conflict, climate, the environment, and peace.

We are currently expanding our network and outreach activities to strengthen PAX's research and advocacy in our work on the Environment, Peace and Security (EPS) agenda, and exploring the wider linkage between the climate crisis and conflict.

To realize our international ambitions in these fields, PAX is looking for a

Senior Project Officer Geo Information Systems (GIS)

PAX uses research capacities on earth observation and remote sensing to identify and monitor environmental damage impacting the lives and livelihoods of people in conflict zones and how climate change is leading to environmental degradation. The research aims at analysing the observed effects of military activities on pollution levels, agriculture, water use, and biodiversity, among other environmental concerns and climate impacts.

The Geo Information Systems (GIS) expert we are looking for will contribute to building our knowledge and expertise on environment, peace and security through remote-sensing research and analysis. The results will be used, in cooperation with our partners in conflict-affected areas, the international humanitarian community and United Nations organisations, to document conflict-related environmental damage and climate crisis–related issues.

Who are we looking for?

We are looking for a dynamic and hard-working team player who can also work independently. Our ideal candidate is proactive, decisive, precise and up to date on the recent technological developments on remote sensing, earth observation and big-data and has strong communication skills. As PAX values inclusivity and diversity, a successful candidate must be culturally sensitive and able to tactfully operate in politically sensitive environments.

Responsibilities and tasks: 

The senior project officer will cooperate closely with and under the supervision of the project leader on the Environment, Peace and Security project which consists of the following activities:

  • Conducting research and analysis of conflict-linked environmental damage and climate-crisis related environmental impacts through earth observation and remote sensing;
  • Contribute to the development of expertise on among others, identifying deforestation, vegetation-change, detecting different types of pollution in air, soil and on water sources, flood modelling, drought and damage assessments in conflict-affected areas;
  • Contributing to the development of GIS using open-source data sets and making these tools accessible for PAX staff and local partners;
  • Writing articles and supporting advocacy materials, contributing to research and the application of GIS in conflicts in cooperation with partners;
  • Proactively contributing to the development and writing of strategies, annual plans, project reviews and funding applications;
  • Attending of and reporting on relevant seminars and conferences in the Netherlands and abroad (mainly in Europe).

Position requirements and qualifications: 

  • Completed academic training, with preference in the area of Geo Information Systems, Remote Sensing, Earth Observation and Environmental Science;
  • At least 5 years of professional experience on related issues;
  • Demonstrable expertise with ArcGIS/QGIS, experience with working with a range of optical and radar imagery data sets, broader remote sensing systems, Google Earth Engine, machine-learning for environmental analysis, as well as production of maps and visualisation of data;
  • Affinity with the goals and methods of the Environment, Peace and Security project;
  • Strong communication skills, particularly with regard to translating GIS data into policy language;
  • Demonstrated coordination and networking skills and engagement with the broader earth observation community from an academic or business side;
  • Good command of English language, spoken and written;
  • Strongly believe in the mission and values of PAX;
  • Eligible to work in the EU.

What do we offer?

  • Start date as soon as possible;
  • Appointment for 28 hours per week initially for 12 months, but with possibility for extension and full-time contract, conditional on additional funding;
  • Salary scale 9 according to the Working Conditions PKN (depending on experience a min. of € 2.779,04 to a max. of € 4.005,54 gross for 36 hours per week);
  • 8% holiday allowance and 8,3% end-of-year bonus;
  • Full coverage of 2nd class public transport costs.
