Description of the Department

The core responsibility of the Programs Department is to achieve impact. The department designs, supports and manages our program, projects and global campaigns that help achieve our 10-year vision of an inclusive (Equal), secure (Safe), equitable (Fair) and sustainable (Green) world in an efficient and effective manner, ensuring high quality. The department is also responsible for engaging with institutional donors and leads on program quality and learning frameworks.

Purpose of Unit

The unit supports, connects, and collaborates with colleagues and partners to ensure impactful multi-country programs based on sound methodologies, evidence of progress towards objectives, and lessons learnt on what works for our Equal, Green, Fair and Safe goals. This is achieved within and beyond the Oxfam confederation through the team's expertise and by influencing and challenging the culture and practice around monitoring, evaluation, accountability and learning (MEAL), Research, Innovation and Knowledge & Learning.

Innovation team

The innovation team aims at increasing Oxfam Novib’s effectiveness and impact by stimulating organizational and project innovation- and scaling trajectories, by inspiring colleagues to innovate their ways of working, by working together with teams to identify challenges and jointly find or develop innovative solutions.

Job Summary

As innovation specialist you will be part of a pool of experts that delivers services to projects and other units. You will support organisational innovation by designing and facilitating innovation and scaling trajectories, to support and coach innovation colleagues in country offices, and to organise innovation related inspiration. You form the innovation team, together with the Innovation Coordinator / Senior Innovation Specialist. Key deliverables are:

  • Teams are supported with finding innovative solutions to the challenges and problems they face, with ways of working, activities and partnerships.
  • Teams are introduced with internal and external expertise on innovative solutions.
  • Project developers and project leads are supported in designing (and managing) innovation processes within projects.
  • Implemented innovative processes and projects/trajectories.
  • Provoked critical and innovative thinking within the organization by hosting inspiration sessions.
  • Worked closely with colleagues within the LINK unit to stimulate innovation through learning and adaptive management.
  • Organised Community/ies of Practice and Champions for innovation.

Key Tasks of the position:

  • Design/develop and facilitate innovation trajectories/methodologies for teams. Find and provide tools and templates for innovation processes and trajectories. Get informed on new innovation standards and apply.
  • Support teams on addressing challenges towards designing or finding innovative solutions together, finding new ways of working, meetings, other processes.
  • Coach and train various colleagues on innovation.
  • Keep track of and map innovations (internal) and assist teams with scaling these innovative solutions throughout Oxfam.
  • Pro-actively reach out to others in Oxfam Novib and in the Oxfam confederation that work on innovation projects.
  • Help teams with proposal/project development.
  • Develop and support initiatives to stimulate innovation within the wider organization, through community of practice, champions, etc.
  • Inspire colleagues with innovation cases and stories.

Knowledge and Experience

  • University degree (Bachelor or Master) in a relevant field is required. Or a university (Master) degree in a relevant field for development cooperation with additional training/courses in innovation or equivalent topics.
  • Minimum three (3) years of experience in a similar role is required.
  • Fluency in Dutch and English is required. Working knowledge of other languages is considered an asset.
  • Other skills and experiences:
  • Deep and broad understanding of innovation processes / trajectories;
  • Demonstrable skills and experience with designing and facilitating innovation processes for teams;
  • Knowledge of web-based platforms and applications and how they can be used for innovation processes;
  • Experience with facilitating learning processes, or delivering trainings;
  • Work well in a team as well as independently and show initiative;
  • Outstanding social and intercultural skills and experience in collaboration with a diverse set of teams and other organizations;
  • Experience in working in international organizations and/or (global) networks;
  • Experience in working in a result-oriented manner and strong planning and organizational skills;
  • Ability to manage multiple priorities, work under pressure and deadlines;
  • Good communication skills, including inter cultural skills, working with teams and individuals;
  • When the situation requires, ability and willingness to travel for periods of 1-2 weeks.

What we Offer

For initial appointments, Oxfam Novib offers a contract of maximum one year with possibility of extension.

The position is based in The Hague, The Netherlands.

Oxfam is committed to providing a fair and competitive pay and benefits package that is justifiable to our donors. This position is classified in scale 9. The gross salary range is between € 2.978 to € 4.582 on the basis of 36 hours per week. The applicable salary depends on relevant work experience.

Benefits typically include annual pay increases, performance-related salary increases, holiday allowance, contributions to commuting costs, vacation days, parental, care and special leave, a private bicycle scheme, pension scheme, etc.
