Description of the Department

The Learning, Innovation and Knowledge (LINK) Unit is part of the Programs Department.

The purpose of the Programs Department is to achieve impact by shaping policies, designing thematic strategies, supporting, managing and implementing our programs/projects and global, regional and national level campaigns that help achieve our 10 year vision (Manifesto 2030) of an inclusive (Equal), secure (Safe), equitable (Fair) and sustainable (Green) world in an efficient and effective manner, ensuring high quality. The Department is responsible for engaging with institutional donors and leads on program quality delivery, innovation and learning frameworks and providing corporate know how on this. Feminist principles and social inclusion are leading its work. Civic space, gender justice and conflict sensitivity are mainstreamed. The main focus of this Department is on the ‘Global South’ (countries and partners) and the global level with service delivery also to other units in Oxfam Novib.

Our programs are driven by the voice of the people whose lives we seek to impact in order to achieve system changes. We seek mutually beneficial partnerships with other civil society organizations and change actors. The Department fulfills the role of partner affiliate to Oxfam countries and regions in the Oxfam Confederation. This includes responsibilities for ensuring (home) back donor funding and developing multi country programs, as well as for the contribution to and alignment with the Oxfam knowledge infrastructure, Oxfam policies and innovations. Partner Affiliate support is delivered as part of campaigns, projects or programs under our four change goals or exceptionally related to specific back donor funding for which we are the lead applicant and/or implementer.

This Department consists of one director, seven goal units and two expertise units of which LINK is one.

Purpose of the Unit

The unit supports, connects and collaborates with colleagues and partners to ensure impactful multi-country programs based on sound methodologies, evidence of progress towards objectives, and lessons learnt on what works for our Equal, Green, Fair and Safe goals. This is achieved within and beyond the Oxfam confederation through the team's expertise and by influencing and challenging the culture and practice around monitoring, evaluation, accountability and learning (MEAL), Research, Innovation and Knowledge & Learning.

Corporate Responsibility of the Unit

To lead and oversee organizational learnings (including evaluations), adaptive management, knowledge management, development of tools and approaches and delivery on the outcome framework in cooperation with our compliance colleagues.

The Unit manager facilitates, supports and coaches their respective team and team members and enables and encourages them to take responsibility, to be entrepreneurial and to collaborate effectively. The Unit manager will play a key role as a strong people manager and contributes to long term goals. To be successful in this role the Unit manager must oversee the daily operations of the Unit, ensure strategic goals are met, bridge for synergy, complementarity and partnerships within and outside the organization, create and maintain budget, and supervise and provide guidance and support to employees. The Unit manager has superior interpersonal and leadership skills which combine people oriented focus with goal-oriented vision. In order to ensure day-to-day management, the Unit manager has a great sense of responsibility, effective problem-solving skills and leads by example to support a ‘safe and brave’ organization culture.

Main tasks of the LINK Unit Manager

  • Provides strategic leadership to the unit
  • Provides management of staff
  • Ensures delivery of quality of work in the unit
  • Ensures internal/external profiling and representation of the Unit main Products/Services
  • Ensures the specialist expertise of the Unit is constantly developing and anticipating on trends, needs, opportunities, threats in the specialist area of the Unit
  • Manages and is end responsible for the organisational and unit strategy and deliverables on Monitoring, Evaluation and Learning, Innovation and Knowledge
  • Responsible for the development and implementation of knowledge management, innovation and MEAL in all programs by setting and guiding on a clear organizational and program/project MEAL framework
  • Responsible for ensuring quality MEAL and research, through knowledge exchanges in Oxfam Novib, OI, the internship program (Amid and ON Academy) and external parties like knowledge institutes;
  • Responsible for overseeing the development of tools, approaches and space for innovation in projects/programs;
  • Contributes pro-actively to realisation of strategic goals of the organisation and ensures cross unit connection and engagement;
  • Signals external and internal developments that are relevant for the unit and translates those into new/ improved strategies and ways of working;
  • Plays an active role/facilitates unit experts to participate in external and internal (Oxfam) networks to bring in external perspectives;
  • Ensures the design, development and implementation of a unit vision, strategy, budget and annual work plan aligned with ONL mission/vision (Manifesto 2030);
  • Is responsible for and manages the unit’s operational and project budgets.

Requirements for the job


  • Have a university degree in a field relevant for the unit.
  • Have at least 8 years (senior) management experience preferably in an international organisation and context.
  • Have a proven track record in leading and motivating teams, are a strong people manager.
  • Have a sound understanding of financial management, including budgeting, control, and planning.
  • Have proven experience and solid understanding of project management in a development organization.
  • Have proven affinity with and a strategic vision on Monitoring, Evaluation & Learning, Innovation and Knowledge.
  • Are an excellent and pro-active innovator, connector and excellent communicator who leads in building relationships and motivating and engaging others and can represent the organization externally.
  • Have experience working in multicultural environments
  • Have the ability to manage staff remotely and from different cultural backgrounds.
  • Have excellent written & spoken English and preferably French.
  • Are able and willing to travel.


The level of the position of the Unit Manager corresponds with Manager C and with grading scale 11 (€3726 – 5731 gross p.m.) The applicable salary depends on relevant work experience.
