The Netherlands Institute for Multiparty Democracy (NIMD) works to promote peaceful, just and inclusive democracy worldwide. We believe that democracy can only thrive when all voices are heard, and that inclusive and respectful dialogue between politicians, political parties, civil society, and citizens is crucial to achieving that goal.

We build all our democracy support programmes around that core belief, ensuring we help empower everyone – from traditionally marginalized groups to established politicians – to play their role in political life and work for the common good of their country. We do this by promoting dialogue, strengthening the capacities of political actors, and training young and established leaders in our Democracy Schools.

NIMD’s Global Office is located in the political heart of the Netherlands in The Hague. Here an experienced and committed international staff of around 30 colleagues provides support to our global programming. Our working culture is informal and open, and encourages initiative, professionalism and interaction. We strive to be the leading democracy network of political practitioners working to promote inclusive and accountable politics.

The office in The Hague comprises four teams: Programmes & Knowledge; Grants Management; Finance, Control & Support; and Positioning. We are currently looking to strengthen our Finance, Control & Support team with a:

International Human Resources Advisor

The International Human Resources Advisor is responsible for supporting the development and implementation of NIMD’s (global) Human Resources policy, ensuring that it contributes to the optimal engagement and development of all NIMD employees worldwide.

Profile

You are an experienced HR specialist, with a drive to make a difference through your work. You believe in the goal and vision of NIMD, and would be excited to contribute to our work towards more inclusive democracies.

You are a skilled communicator and adviser, able to support both the Management Team and the employees, and handle conflicting interests. You proactively find solutions when problems arise, but always work towards a comprehensive HR vision. You have deep cultural sensitivity, which will allow you to support and give advice to the different NIMD offices around the world. You are keen to share your expertise and contribute to organizational learning.

 Main tasks

HR policy (NIMD worldwide)

  • Is responsible for advancing the global NIMD HR policy, which relates to both NIMD in The Hague and our Country Offices
  • Translates global HR developments into possibilities for improving the HR policy and advises the Head of Finance, Control & Support on this.
  • Contributes to the development of organizational policies, where relevant to HR.
  • Ensures the visibility and monitors the implementation of the HR policy, including its associated instruments, procedures and processes.
  • Advises the (global) management team on the implementation of the HR policy and highlights deviations.
  • Contributes to the development of a global Occupational Health, Safety and Absenteeism Policy and oversees its implementation and monitoring.

Personnel advice and guidance Global Office (The Hague) + Country Directors

  • Advises the Management Team on improving the quality of personnel performance for the short term (operational planning) and long term (tactical planning).
  • Advises and informs employees on their ambitions and development, and provides them with insight into the various options within the policy set by NIMD.
  • Is a sparring partner and provides solicited and unsolicited advice to the members of the Management Team about developments and actions to be taken.
  • Follows, identifies and analyzes internal and external developments within the HR field.
  • Develops and maintains relationships with key internal and external HR actors and ensures a smooth working relationship and clear agreements with these parties.
  • Facilitates the consultation process between the Staff Representation Body and the Executive Director.
  • Advises on recruitment, transfers and departures.

Human Resources Management Global Office (The Hague)

  • Updates, implements and makes proposals for improving HR policy, procedures and systems in line with Dutch employment law and the organization's mission, principles and strategy.
  • Ensures the right HR tools are available and used appropriately by employees and the Management Team.
  • Engages with employees who are incapacitated for work, in consultation with the Working Conditions Service and the employee’s direct line manager.
  • Monitors, guides and supports NIMD in the event of illness or disability of an employee, in consultation with those involved.
  • Consults with the labour lawyer on more complex labour law matters.
  • Is responsible for the recruitment and selection process.

 

HR administration and management information Global Office (The Hague) + Country Directors

 Draws up contracts for employees who are directly employed by the NIMD Global Office.

  • Collects all necessary HR information on employees, and ensures that this information is accurate, complete and up-to-date.
  • Monitors the duration of contracts, and processes changes to contracts and employment conditions
  • Delivers HR reports to the Management Team and ensures follow-up.
  • Collects absenteeism figures and takes action where possible.

Requirements

  • A bachelor degree (HBO) or similar.
  • Five to seven years' work experience in HR. Experience working in an international setting is an advantage.
  • A good command of Dutch and English, both orally and in writing. A good command of other relevant languages ​​is an advantage.
  • Works independently and is accurate and enterprising.
  • Efficient, stress-resistant and flexible.
  • Good interpersonal sensitivity and communication skills

Conditions

We offer a position of 32-38 hours in our office in The Hague, initially for one year, with the intention to renew. Partial home working is possible. You will work in the Finance, Control & Support Team under the guidance of the Head of Finance, Control & Support.

NIMD offers a competitive remuneration package, including a laptop and mobile phone. The salary level corresponds to the Dutch Government salary framework (COA RIJK) for scale 10 (between € 2.810  – € 4.519 gross per month depending on experience and based on 38 hours per week). In addition, NIMD offers a flexible and fun work environment with good secondary benefits, including an individual training budget and an NS Business-card for travel to and from work.
