The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.
510 improves humanitarian action by developing data and digital solutions for our partners. 510 is part of the International Assistance division in the Netherlands Red Cross. Since its founding in 2016, 510 has grown into a team of 60 core and project staff, students and volunteer experts. which are divided into three sub-teams; data team, digital team and operational team. Our partners are Red Cross and Red Crescent National Societies (NS), the International Federation of the Red Cross and Red Crescent Societies (IFRC) and the International Committee Of the Red Cross (ICRC). Our services include Digital Transformation and Information Management, major products focus on Cash Aid, Anticipatory Action and Digital Community Engagement.

Information Manager Cash & Voucher Assistance (32-40 hours/week)
Location: the Hague
We are looking someone with experience in information management, who brings experience with voucher assistance or is eager to learn about this type of assistance. As a member of the 510 team you will be involved in scoping end-user needs, translating these into tasks, executing the tasks and ensuring the sustainability of the work through careful handovers and organizational awareness. You will act before, during and after disasters to meet the needs and improve the lives of vulnerable people. You will be part of the data team, which makes you one of the 15 data analysts, data & information managers and cloud & data engineers in the data team. This position requires on-site work in our the Hague office.
What does the role look like
Looking at the first year, this is what your agenda will entail:
Within 3 months:
- Completed Level 1 CVA Training to understand the basics of CVA program design
- Remote Support National Societies with basic Information Management requests such as mobile data collection, data cleaning, data analysis, data visualization
- Support on documentation of best practices and (data) product development
- Learning into CVA practices at NS through participating in user interviews and design thinking methodologies
- Develop essential competencies and knowledge of frequently used CVA IM tools (RedRose, 121 Platform, EspoCRM etc)
Within 6 months
- Completed Level 2 CVA Training
- Scope work with National Societies and break down into detailed tasks
- Lead on project delivery and project management
- Field-level support to NS with preferred technologies
- Support on training NS and IFRC on key CVA IM technologies and their purposes
- Remote support on more complex Information Management requests such as PowerAutomate, basic REST API integrations, process modelling, data management, developing entity models etc
- Independently document best practices and (data) product development
- Added to NLRC IM Roster to be available for a 1 or 2-month deployment.
- Understand basics of IFRC structure, Partner National Societies of NLRC and Domestic NLRC programs
- Contribute to NLRC/510 Data team objectives
Within 12 months
- Completed or identified Level 3 CVA Training (PECT)
- Lead trainings and develop training materials
- Coordinate within IFRC, Partner National Societies and Domestic NLRC programs
- Support in strategy development for CVA IM Thematic Area for 2024
- Develop and maintain a common data standard within the CVA IM team
- Own part of NLRC/510 Data team objectives
What do you bring
- At least 5 years of working experience in information management including managing projects and small teams
- Proven experience with data analysis and data modelling
- Proven experience in understanding end-user needs and translate these into tasks
- Experience working in the humanitarian sector
- Desire to solve practical needs for our clients
- The ability to place themselves in a low digital literacy and connectivity context
- Strong interest in working in Humanitarian Aid
- A strong data & digital responsible way of working
- Excellent Excel skills (Index-Match, Pivot Tables, PowerQuery etc)
- Experience with data visualization (PowerBI, Tableau or other)
- Ability to write concise and clear technical documentation and
- Familiarity with the use and development of common data standards
- Excellent command of English (written and verbally)
Note that a work and residence permit for the Netherlands is required
- French, Arabic, Russian and/or Ukrainian Working Proficiency
- Experience in Cash & Voucher Assistance
- Experience in Red Cross Red Crescent Movement
- Good understanding of relational databases and entity-models
- Experience with OpenDataKit (ODK), PowerAutomate, REST API’s and Mass Messaging tools
- Experience training other people on information management concepts

Our office is in the Hague, walking distance from the Laan van NOI station. Based on our re-work concept you work partly from home and partly from the office.
