Description of the Unit
The Goal Unit Fair: Fair Value Chains & Food Systems is part of the Programs Department. The purpose of the Programs Department is to achieve impact by shaping policies, designing thematic strategies, supporting, managing, and implementing our programs/projects and global, regional and national level campaigns that help achieve our 10-year vision (Manifesto 2030).  The Fair Value Chains & Food Systems Unit is responsible for our work on pressuring the Dutch and international private and financial sector to ensure that power and profits are shared fairly between financiers, companies, traders, and the people who produce or consume; that compliance to business, human rights and sustainability standards is the norm. We need to ensure a living income, decent work, and secure rights for small holders and workers who are key in feeding the world. We will work towards a radical shift of the share of power, profits, and value in food systems & value chains in favour of (women) small-scale food producers, workers and their communities. To achieve this, we will take a systemic approach addressing actors in these chains, and generate expertise around key topics like living wage, living income, land rights, gender, and alternative business models. The Unit provides thought leadership on what fair food systems look like, and how to build a human economy through a fairer global food system.

Description of the role

In this role, you will support the design and implementation of advocacy influencing and public campaigning strategies, programs, or initiatives, across different countries. You will work both within Oxfam’s global network of countries and affiliates, and with wider civil society allies like unions, farmers’ organizations, women’s groups, consumers’ associations, activists, and progressive actors such as social enterprises or media. Through supporting worldwide mobilizing and organising, and through lending capacity to public campaigns and advocacy initiative you will contribute fighting inequality in value chains and food systems. Your emphasis in this role is to link Oxfam Novib’s influencing work, and public outreach, in the Netherlands with our work worldwide. The person we are looking for has a track record in advocacy and campaigning and will be comfortable collaborating across the Oxfam confederation, especially joint work with colleague sand allies in the global South. This role entails being a strategist and connector, someone who can analyze contexts, bring together a wide range of stakeholders around common agendas, identifies concrete opportunities to mobilize for change, and can lead on the design and implementation of influencing strategies, and build campaigns. You will work closely with policy advisors and public engagement colleagues in a multi-disciplinary team. You are comfortable in planning and organizing your own work and can find a balance between different angles and stakeholders. You are aware of power imbalances within networks, and you work to strengthen Southern and female leadership.

Expectations of the Campaigning and Influencing Advisor Agriculture Value Chains and Food Systems

  • Identify opportunities, design and implement influencing, campaigning, and advocacy strategies, programmes or initiatives, in more than one geography, through collective action with other Oxfam offices and right-holder groups, with the objective to fight inequality in value chains and food systems.
  • Track record in private sector campaigns and advocacy, and a good understanding of the link between programmes in front-line communities and global campaigns.
  • Support alliances and broker connections between topics and people, supporting co-creative campaign design and innovation.
  • Connect Oxfam’s global, regional and country work, with a special emphasis on the programs implemented by Oxfam Novib.
  • Organize / facilitate strategy meetings (on-line or off-line) to further the objectives of the FAIR Value Chains and Food Systems Unit, to build networks and bring people together around common agendas.
  • Ensures synergies between the different programmes/projects implemented by the unit, leads on developing and identifying local-to-global strategies and contributes to cross country learning.
  • Keep up to date about the latest developments in his/her relevant area of expertise and participate in relevant networks; on the basis of this drive’s innovation in terms of new approaches and ways of working developing new projects and supporting learning and knowledge development.
  • Initiates and works together within Oxfam and with country offices on the development of new projects and programs.
  • Support the design and implementation of new back donor funded projects and ensure quality delivery of agreed outcomes with existing back donors.
  • Supports learning & knowledge development and development of knowledge materials together with stakeholders related to the projects

 Skills, Experience and Abilities required for the job

  • Master’s degree in a relevant field required.
  • Track record in Advocacy and Campaigning globally, and in the global South
  • Good knowledge of the international policy debates on food and agriculture related to the private sector, value chains, and human rights from an economic social justice perspective
  • Proven analytical, strategic planning and project design skills.
  • Proven people skills, with experience working in multi-disciplinary teams, supporting, and coaching individuals from diverse cultural and linguistic backgrounds.
  • Strong communication and influencing skills, with proven ability to build relationships with a diverse range of local, national and global stakeholders.
  • Have a results-oriented approach.
  • Demonstrated ability to work under pressure, prioritize, meet deadlines, and hold self and others to account.
  • Willingness to travel regularly.
  • Fluency in English, both verbal and written; Dutch is desirable, and ability to work in Portuguese can be an asset
  • Experience of working with partners and with establishing partnerships with international/ national/local actors;
  • Applicants must be a National of a European Union member State or have a valid work permit for the European Union and possess travel permits.
