The context
Terre des Hommes Netherlands (TdH NL) is looking for a Finance & Operations Director (FOD), full time, to be based in the Hague, Netherlands. Together with the Managing Director (MD) and the Program Director (PD), the FOD will form the International Executive Team (IET). Within this Team, the FOD will be responsible for all operational functions supporting the Primary Process of the TdH NL organization and responsible for the teams working on these support operations.

To this extent the FOD will manage the Teams responsible for Human Resources & Organizational Development, Financial Control, Business Control, Information Systems & Technology and Logistics & Facilities. The role has an international scope with direct line management of Department Leaders in the office in the Hague and dotted line relations with technical leaders in the regions and the countries.

As we are currently in a process of restructuring, adapting our program organization and support operations to our new Theory of Change driven Primary Process Model, the teams in the Hague are not yet 100% designed. The role is critical in providing adequate operational support to our Program, Fund Raising, Communications and Integrity and Compliance Teams.

In the International Executive Team you will work closely together with the PD and the MD. As FOD, you will have your core focus on Operations Support and will work closely together with the PD who will have his/her focus entirely on our international program design, management and implementation. As FOD, you will need to make sure that our internal support processes are efficient, agile and effective in supporting our global program operations. The Managing Director will primarily focus on external relations, representation at donor level and relevant advocacy platforms, Integrity of our organization and will lead resource mobilization through the Marketing, Fundraising and Communications Team (MCF) and the Terre des Hommes Retail Foundation.

General characteristics of the organization
Terre des Hommes Netherlands is a relatively flat organization, with an annual budget of around Euro 25Mio, 150 employees and working in approximately 10 countries in South and South-East Asia, East Africa and Madagascar. TDH Netherlands is part of the international federation of Terre des Hommes organizations (TDHIF), a strategic partnership of member organizations sharing the same brand name and core values for joint lobby and advocacy around children’s rights.

Responsibilities of the role
In this role you will be responsible for HR & OD, Finance Control & Business Control, IT and Logistics & Facilities (including Risk Management). At this point in time we are still in the process of redesigning our organization, which may result in a few adapted processes and team structures. As of your arrival you will engage in fine tuning the last steps of this process, including implementing the recommendations of our last Financial- and ISO Audits. This will also include reviewing our current IT set up and evaluating the eventual advantages of insourcing our IT support. In the context of our new multi-year Strategy where the organization aims to develop as an expert organization with a solid role for research and data collection and management, having IT in house again is a serious consideration.

You will be accountable for financial management and business control, financial reporting and HR management and Organizational Development. Once our IT infrastructure and supporting systems have been reviewed, you will also be responsible for the implementation of the conclusions of the evaluation and eventually be also accountable for our IT functions.

You will be responsible for managing our full Planning & Control Cycle, including the preparation of a Monthly and Quarterly Management reports on all KPI’s in the organization.

The reporting will also include the quarterly prognosis, with updates of our annual budget and the preparation of our Annual Accounts for our Annual Report.

With the support of the HR & OD team you will be responsible for a professional, productive, diverse and inclusive global workforce that - based on robust HR Standards and Practices - enjoy working for TdH around the globe and respect our rules and standards for engagement in terms of Integrity and Compliance with our own as well as standards set by our sector. You will have in-depth knowledge on how to recruit, develop and manage our talent and support our management in these processes around the globe.

In addition to managing the Operational Support functions of HR, Finance and IT, you are also responsible for our Logistics and Facilities. This means direct responsibility for our office in the Hague, but also providing guidance and standards for our offices in the regions and countries. It is expected that this function will also take responsibility for our Risk and Security Management throughout the organization. You will make sure that our staff, volunteers and partners work in a safe environment and are well prepared for the risks they face in our daily work and or on business travel. In addition - together with senior management throughout the organization - you will identify risks for the organization and prepare and monitor mitigating actions. You will report on these risks to senior executives and the supervisory board based on a quarterly Risk Register. In addition you will make sure that our staff, volunteers offices and assets are well insured against the identified risks.

While you manage your direct reports and teams in the Hague directly, you will have functional reporting lines and construct horizontal expertise networks throughout the organization in terms HR & OD, Finance & Business Control, IT and Logistics & Security in order to maintain a global shared practice, learning and quality in our support functions. You will therefore build close relations with the regional officers for Finance, HR, IT and Security.

As the key accountable in TdH for our support functions, in addition to reporting to the MD, you will also have a reporting line to the Chair of the Audit Committee of the Supervisory Board.

* IT Manager (to be insourced; with support team for staff support and business analysis/application development)
* Logistics & Facilities Security Officer
* Position reports to: Managing Director

The Finance & Operations Director is a creative, strategic, and inspiring leader who has an excellent track record of achievement in operations support roles of increasing responsibility in preferably an international NGO context. You should be prepared to work across a diverse set of disciplines, bridging a wide range of expertise, with a demonstrated ability to work with agility, efficiency, and diplomacy in a dynamic environment.

Additionally, we seek:

● Experienced in leading the Reporting & Control cycle and is able to turn data into meaningful reporting and management steer

● Excellent understanding of and working in a reporting environment that complies with RJ650, ANBI, CBF and Partos standards.
● Excellent understanding of HR standards and systems, managing change and knowing how to build and support a happy and productive workforce.

● Excellent people management skills with demonstrated experience in coaching and developing talent of a diverse team.

● Demonstrated strength in cultivating trust and relationship management to guide confidential information and situations with flexibility and diplomacy.

● Ability to work well with a varied range of stakeholders to incorporate new information and drive to appropriate decisions with and for the team.

● Able to negotiate, persuade, and build coalitions without formal authority.

● Comfortable in a wide range of cultural, geographic, and operational situations, demonstrating culturally sensitive behavior with a diverse range of people.

● Must be highly organized and efficient, possess excellent judgment with a demonstrated ability to handle multiple tasks, complex issues, and competing priorities with excellent attention to detail.

● Solid understanding of a Salesforce driven environment will be an asset.

● Must possess excellent oral and written communication skills to represent the organization effectively and accurately to a variety of audiences as well as draft and proof-read written documents.

● The highest personal and professional integrity along with an optimistic outlook. Education & Experience

● At least a Master’s degree in a relevant field of studies such as Business Administration, Finance and or Economics degree or equivalent academic training and experience.

● A strong financial orientation and experience, supported with for example a CPA or RA degree

● 15+ years of experience in roles of expanding scope, responsibility, and demonstrable results. You will bring a combination of experience in (people) strategy development and implementation, performance management, as well as deep exposure in Financial and IT Management
