Description of the Department

The Finance and Operations Department has the core responsibility to deliver enabling operational services that help the organization achieve its impact goals and ensure that it fulfils its external regulatory requirements. The department consists of four functional units (ICT and Facilities; Integrity; HR, People and Culture; Corporate Finance, Quality and Control), one expertise unit (Project and Donor Compliance) and an Executing Affiliate (EA) unit (EA Global Business Support) where business support to our EA country offices are clustered.


Purpose of the Unit

As an expertise unit, the Compliance and Risk Support Unit covers the scope of governance, corporate, externally funded projects and country operations risk management and plays a critical role in the functioning of Oxfam Novib as an organization. CORE provides Oxfam Novib with project control, compliance oversight and an overall support function to Oxfam Novib’s externally funded project portfolio. In addition, the Unit is responsible for Oxfam Novib organizational integrated risk management framework (including risk register) as well as organization quality management system. The Unit is hosting the independent Internal Audit function that provides top management in the Hague and Countries of operations audit, controls and improvement on essential operational issues for the functioning of the organization. The Unit covers 80% of the second line of defense of Oxfam Novib and the third line of defense (Internal Audit).

Ultimately, the unit works on a risk-based approach to ensure that financial, reputational and operational risks are anticipated, mitigated or managed through appropriate processes and oversight mechanisms in place, adequate expertise and proactive risk identification.

The CORE unit plays a strategic role in advising the Board of Supervisors and the Board of Directors on risks as well as top management of country offices. The unit equally provides reassurances to management that Oxfam Novib is in control of its externally funded projects (+200 projects currently ongoing with a total amount of approx. 600 M EUR) and operations and that related risks are managed.


Job description

Following a risk-based approach, you will ensure compliance to institutional donor requirements, adherence to Oxfam Novib standards and procedures in regard to financial compliance and contribute to the prevention and mitigation of risks for the organisation. You have project budget oversight and advise Country Offices on grant management, project implementation and other financial-related questions. You will perform pre-audits on high-risk projects, lead on donor organisational audits and actively contribute to a system of continuous improvement in relation to finance compliance.

This Position will work closely with the Compliance and Grant specialist on set portfolio scope and all project teams in the Hague as well as countries of operations.


Key responsibilities

  • Provide expertise advice / support to project staff on ensuring donor financial compliance and quality to institutional donor requirements during the entire project cycle on the project the portfolio to ensure high quality grant management and delivery of projects.
  • Responsible for financial oversight and support to project teams on externally funded projects for which Oxfam Novib is PA of the project portfolio.
  • Help-desking to Country Offices on all financial questions related to grant management / project implementation.
  • Ensure project team have a good understanding and follow-up of projects’ finances and compliance risks.
  • Advise Senior Management or any other relevant stakeholder as per the defined authorization thresholds and as per sign off procedures on funding opportunities from a compliance and risk perspective and on all contractual donor deliverables.
  • Perform pre audits of high-risk projects / support the project teams to ensure that projects are audit ready.
  • Lead / coordinate donor organizational audits and when necessary, any other pre-identified project audit.
  • Support country offices / project team on project audits implementation and follow up.
  • Actively contribute to system continuous improvement in relation to finance compliance.
  • Develop and implement donor finance compliance trainings / training material in the field of expertise.
  • Work in close collaboration with other specialists from the Finance and Operations Departments to ensure alignment between external donor requirements and Oxfam internal standards, policies, procedures and policies.
  • Initiate and propose internal projects in expertise. When requested, contribute to internal projects or any Confederation wide initiative.

Who are we looking for?

With a strong background in business administration, finance, accounting / auditing or other relevant social sciences. High level of knowledge on institutional donor financial requirements including new funding mechanisms.

You display excellent interpersonal, critical thinking skills and view of the big picture. Having a strong attention to detail, an analytical acumen, intellectual curiosity, creativity and a proven work ethic, you are always up-to-date about industry best practices with a how do we fix this attitude. You are able to handle requests from multiple sources, work on different projects and work effectively individually as well as across teams and in a multi-cultural environment, with a focus on promoting diversity and inclusivity.

You have both a business and risk mind coupled with an excellent writing skills and previous track records in process mapping related work.

Furthermore, you have:

  • A bachelor (HBO/WO) degree in business administration, finance, accounting / auditing.
  • At minimum of five (5) years of relevant and progressively responsible experience (post qualification) is required.
  • Demonstrable experience in coordinating donor and project audits, and risk mitigation.
  • Experience in program management, grants management or proposal/business development/design.
  • Relevant experience in an international environment and a sound understanding of complex networked international organisations.
  • Prior knowledge of main institutional donor and government regulations preferred.
  • Experience working with or as part of project teams in either Africa, Asia and/or the middle East is essential.
  • You are knowledgeable in the humanitarian / development sector.
  • Fluency in English is essential, and a good working knowledge of Dutch or French is desirable.
  • You have a valid permit to reside and work in the Netherlands.

  • Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 9 with a salary range between €3.327,- and €5.003,- gross based on 36 hours a week. This position is open for 36 hours per week.
