We are looking for a
Consultant to Review and Update of Safety and Security Policies
Start: December 1, 2025 (For assignment-based consultancy, approx. 10 weeks)
Where will you work?
Amnesty International works for human rights. These guarantee freedom, equality and justice. Amnesty conducts research, takes action and supports human rights defenders worldwide. The organization has more than 280,000 members and donors in The Netherlands. The office in Amsterdam employs 130 employees and 40 volunteers and interns. As Amnesty International, we strive to be a reflection of society.
As a consultant, you will add value to Amnesty International by ensuring that our safety and security policies are comprehensive, up-to-date, and aligned with organizational values and international best practices. Your work will help safeguard the well-being of staff, board members, volunteers, partners, and operations in an increasingly complex risk environment.
To engage a qualified consultant to conduct a thorough review and update of Amnesty Netherlands’ safety and security policies with a holistic approach, covering all relevant domains including:
- Online and cyber safety for staff and the organization (e.g., data protection, digital threats such as hacking and doxing, secure communication)
- Offline and physical security of staff, including protocols for working in-office and remotely.
- Psychological safety for staff, board members, consultants, and volunteers.
- Security of events and buildings, including public-facing activities, such as demonstrations, and office premises.
- Travel safety, both domestic and international, for staff, board members, consultants, and volunteers.
- Crisis response definitions, working ways and agreements.
What will you be doing?
- You work closely with the internal project lead who will have the capacity to temporarily form a project team with you and relevant key staff and stakeholders.
- You report to the internal project lead, and collaborate with relevant departments and teams including HR, IT, Internal/external Communication, Campaign and actions teams, Human rights research and policy teams and the management team.
- You review existing safety and security policies, protocols, and practices across relevant domains. The current policy is scattered throughout policy documents, terms and conditions, best practices, and guidelines.
- You assist and support the internal project lead in gathering relevant information, including providing interview questions and pointers. Where necessary, you conduct consultations with key staff and stakeholders to understand current practices, concerns, and needs.
- You assess alignment with Amnesty International’s global standards, Dutch legal frameworks, and sector best practices.
- You identify gaps, risks, and areas for improvement and advise building a roadmap for improvement.
- You draft updated and integrated safety and security policies and procedures.
- You provide practical recommendations for implementation, training, and ongoing monitoring.
- You deliver reports and a final presentation to management and stakeholders.
What deliverables are we looking for?
- Inception report outlining methodology, scope, and timeline.
- Assessment report with findings, gap analysis, risk assessments and presenting a roadmap.
- Updated safety and security policy documents and checklists, covering all specified domains. Amnesty International the Netherlands is aiming for checklists and practical guides rather than lengthy policy documents. Advising the foundational aspects that should be covered in policy documents and the workways that can be described in checklists is an integral part of this assignment.
- Implementation and training plan tailored to Amnesty Netherlands’ context.
- Final presentation to management and relevant stakeholders.
Who are we looking for?
- You have proven experience in applying a holistic approach while developing and reviewing safety and security policies for NGOs or similar organizations.
- You have expertise in physical, psychological, and digital security domains, including for people with lived experiences.
- You are familiar with human rights work and understand the operational context of Amnesty International.
- You have strong analytical, writing, and facilitation skills.
- You are fluent in English. Being fluent in Dutch is a pre.
- You identify with the values we have agreed upon: reliability, equality, respect, and dedication.

- A consultancy assignment for approximately 10 weeks (excluding holiday break), starting December 1, 2025. A detailed timeline will be agreed upon during the inception phase.
- Budget and payment terms will be made in installments based on the consultant’s proposal and agreed milestones.
