Terms of Reference (TOR) for Hiring a Consultant on Emergency Response Evaluation and Learning
Aidsfonds – Soa Aids Nederland works towards a world where no one dies of aids anymore and where people are sexually healthy, so that everyone can love freely and without fear. We do this together with the people who are hit hardest by STIs and HIV because of discrimination and exclusion. We strengthen their voices and support them with information, knowledge and funding. For the love of all loves. We are working on this in the Netherlands in two focus regions and in 10 countries worldwide. In order to make our dream a reality, we make sure that the international department briefly defines the role/task of the department in the organisation as a whole.
For the Love Alliance we are looking for a Consultant on Emergency Response Evaluation and Learning.
- Background
The Love Alliance is committed to effectively responding to emergencies that impact our partners and communities, such as the recent response in Uganda and actions against anti-rights movements. To strengthen our ability to support the safety and security of our partners, the Love Alliance seeks to engage a consultant to evaluate our emergency response efforts and facilitate learning sessions. This initiative aims to capture how the Love Alliance currently responds to emergencies, build on the expertise of our alliance partners, and integrate lessons learned into future responses.
- Objectives
The primary objectives of this consultancy are to:
- Evaluate Emergency Responses: Assess the effectiveness of the Love Alliance's emergency responses, including case studies such as the Uganda response and reactions to anti-rights movements.
- Capture and Document Best Practices: Identify and document best practices, challenges, and areas for improvement in how the Love Alliance responds to emergencies.
- Facilitate Learning Sessions: Organize and conduct learning sessions (online/ offline), engaging national advocacy partners and alliance partners (such as ISDAO and UHAI), to share insights and build capacity in emergency response.
- Develop Recommendations: Provide a booklit/ toolkit of best practices of emergency responses in grantmaking and at the different levels of advocacy
- Scope of Work
The consultant will be responsible for:
- Emergency Response Evaluation: Conduct a thorough evaluation of the Love Alliance's recent emergency responses, including but not limited to the Uganda response and actions against anti-rights movements. This will involve collecting and analyzing data, interviewing key stakeholders, and reviewing relevant documentation.
- Best Practices and Lessons Learned: Identify best practices and key lessons from the emergency responses, focusing on how the Love Alliance can improve its support for partner safety and security.
- Facilitation of Learning Sessions: Organize and lead learning sessions with national advocacy partners and alliance partners such as GNP+, ISDAO, ARASA, UHAI and AF. These sessions should provide a platform for sharing experiences, discussing challenges, and exploring ways to strengthen emergency responses.
- Engagement with Experts: Engage with external experts in emergency response and safety to present and share their insights during the learning sessions.
- Recommendations Development: Based on the evaluation and learning sessions, develop a set of recommendations on how the Love Alliance can enhance its emergency response strategies, with a focus on safety and security.
- Deliverables
The consultant is expected to deliver:
- Evaluation Report: A comprehensive report evaluating the Love Alliance’s recent emergency responses, including findings, best practices, challenges, and areas for improvement.
- Learning Session Facilitation: Facilitate at least 1 to 2 learning sessions with national advocacy partners and alliance partners, ensuring active participation and engagement.
- Expert Engagement: A summary of insights from external experts engaged during the learning sessions.
- Final Recommendations Report: A detailed set of recommendations on how the Love Alliance can improve its emergency response strategies, focusing on enhancing partner safety and security.
- Timeline and budget
The consultancy is expected to be completed within 3 months from the start date.
Key milestones include:
- Week 1-2: Inception meeting and initial data collection.
- Week 3-6: Evaluation of emergency responses and preparation for learning sessions.
- Week 7-8: Facilitation of learning sessions.
- Week 9-10: Development of final recommendations.
- Week 11-12: Submission of final deliverables.
The total budget for this opportunity is €6.000 excluding VAT.
- Required Qualifications
The consultant should possess the following qualifications:
- Extensive experience in evaluating emergency response programs, preferably within the context of advocacy and human rights.
- Strong knowledge of safety and security issues facing key population groups.
- Experience in facilitating learning sessions and engaging diverse stakeholders.
- Excellent analytical, communication, and report-writing skills.
- Ability to engage with external experts and incorporate their insights into the learning process.
